What is the California Balcony Law?
California passed two laws to improve the safety of elevated building components:
SB721 – Apartment Buildings
Applies to:
- Triplexes and larger (3+ units)
- Rental buildings
- Apartment 4-plexes common in Rosamond & AV
Inspection frequency:
- Every 6 years
SB326 – Condominiums / HOAs
Applies to:
- Condos
- Townhomes
- Multifamily with HOA oversight
Inspection frequency:
- Every 9 years
Both laws require a qualified inspector to evaluate Exterior Elevated Elements (EEEs) for structural integrity and safety.
What Counts as an Exterior Elevated Element (EEE)?
Any structure that is:
- More than 6 feet above ground, and
- Attached to the building, and
- Intended for regular use or occupant access
Examples include:

- Concrete or wood decks

- Landings & platforms
